The core mechanism is simple: a state offers residency rights to non-citizens who place a qualifying amount in housing. The minimum investment varies widely between countries, and legislators revise it with limited notice.

An important distinction stands between residence and citizenship. A residence permit gives you the right to live in the country, usually on a renewable basis, whereas a passport usually demands a long period of residence. An agent's promise of a passport in exchange ptuj building for sale buying an apartment is a warning sign.

Past the headline threshold, programmes come with further conditions. Common ones cover a police clearance certificate, medical insurance, proof of income and a minimum stay in the country per year. Overlooking one of these can cost you the status even if the property is still yours.

Tax residency remains an entirely separate matter. Holding a residence permit does not automatically make you a tax resident, though spending enough time in the country often does. Most jurisdictions rely on a day-count rule, and the effects reach earnings from abroad.

The realistic approach is essentially simple: choose the property first, with the permit as a secondary benefit. Such schemes get restructured with limited notice, and an apartment bought only lecce real estate for sale paperwork becomes difficult to let and difficult to sell.
